IP Cam Viewer No Touch Screen on Exit

I've been using IP Cam Viewer Pro for several years across several phones without trouble but on my new phone it's doing something bizarre. If I exit the app (back twice) the touch screen becomes unusable. It seems as if IP Cam Viewer is still holding on to the touch screen input and preventing me from clicking on anything even though it looks like it has closed. I can still get the pull down menu from the top and use the physical buttons as usual. Also if I ssh into my phone I can see that com.rcreations.WebCamViewerPaid is still running. The only way to fix the problem is to reboot the phone. If I just switch away from the app but leave it running I don't have a problem as often but still sometimes. It seems to mostly happen when I have one or more cameras being displayed that are unavailable so maybe IP Cam is still trying to connect? I've tried uninstalling and reinstalling from the Play Store, clearing cached data etc. This is a Kyocera Duraforce Pro running Android 6.0.1

I'd appreciate any input on how I can correct this.

sounds like a device issue.

just press the home button: the app will stop running when not in foreground.

list of processes is just that, list of processes. it does not mean it's running in any meaningful way (except if in record mode or background audio mode).
