ip cam viewing on telstra 3g or via internet via htc mobile

Hi I am using ipcam via wireless network in the office on HTC desire and works fine. I am unable to view via mobile phone 3g network I have also tried using web url but errors unable to view http://192.168. I get errors advising can't view these url address over internet...any suggestions on how to access cans on HTC mobile using Telstra 3g mobile network?
