Connection Issues - IP Cam Viewer

I'm not sure how to explain my situation in technical terms so I will just explain what I see on screen. I have 5 cameras currently set up and working. 4 of them are panasonic and 1 is toshiba. Each one is configured with a specific port. Example: 5000, 5001m etc...

The toshiba is the only one that blinks from green to red constantly and the circular refresh icon goes on and off when the cam looses connection. It seems that the connection comes and goes every second or two.

Has anyone else experienced this issue and know how to fix it?
