international telephone from voip

Can i call an international telephone from voip? Can regular telephones and cell phones receive calls from VOIP or softphones? do i need any special hardware or software to accomplish this? all the sites like Skype want to sell me international service like this so I know it's available but where can I get the info to do it myself?
